What is an HDB Housing Loan?

An HDB housing loan is a concessionary mortgage offered directly by the Housing & Development Board to eligible Singapore buyers purchasing HDB flats. The key advantage over bank loans is a lower, more stable interest rate and higher loan-to-value (LTV) ratio.

As of 2026, the HDB concessionary interest rate is 2.6% per annum β€” pegged at 0.1% above CPF Ordinary Account (OA) rate of 2.5%. This rate has remained unchanged since 1999.

HDB Loan Eligibility Requirements 2026

To qualify for an HDB housing loan, you must meet all of the following criteria:

1. Citizenship Requirements

At least one buyer must be a Singapore Citizen. Co-applicants (such as a spouse) can be Singapore Citizens or Permanent Residents.

SC + SC coupleβœ… Yes

2. Income Ceiling

Your gross monthly household income must not exceed:

Household TypeIncome Ceiling
Families (married, fiancΓ©/fiancΓ©e, with children)S$14,000/month
Extended familiesS$21,000/month
Singles (buying 5-room or smaller flat)S$7,000/month

Income is assessed based on the average of the 12 months immediately before your HLE application. Variable income such as bonuses and overtime is included in the average.

Important: If your income exceeds the ceiling, you will need a bank loan instead. Use our home loan calculator to estimate repayments at bank rates.

3. Property Ownership Rules

You must not currently own or have recently disposed of:

  • Any private residential property in Singapore or overseas
  • Any HDB flat (with exceptions for right-sizing)
  • Any HUDC flat or executive condominium within the MOP (Minimum Occupation Period)

If you sold a private property or HDB flat, there is a 30-month wait before you can apply for a new HDB loan in most circumstances.

4. Previous HDB Loan History

You can only take two HDB concessionary loans in your lifetime. If you have already had two HDB loans, you must use a bank loan for any subsequent HDB flat purchase.

What is an HLE Letter?

The HDB Loan Eligibility (HLE) letter is an official document from HDB confirming:

  1. You are eligible for an HDB concessionary loan
  2. Your maximum loan amount
  3. The monthly repayment at 2.6% p.a.
  4. Validity period (typically 6 months)

Why You Need an HLE Letter

  • Required before you can exercise the Option to Purchase (OTP) for an HDB flat
  • Needed to book a BTO flat from HDB
  • Confirms your exact borrowing limit before committing to a purchase

How to Apply for an HLE Letter

  1. Log in to the HDB Flat Portal using your Singpass
  2. Navigate to "Loan" β†’ "Apply for HLE"
  3. Submit income documents (payslips, CPF statements)
  4. HDB reviews and responds within 14 business days
  5. Letter is valid for 6 months from issuance

Flat Type Restrictions

HDB loan eligibility also depends on the flat type you are purchasing:

Flat TypeSingles Eligible?Families Eligible?
2-room Flexi (BTO)βœ… Yes (35 and above)βœ… Yes
3-room (BTO)❌ Noβœ… Yes
4-room (BTO)❌ Noβœ… Yes
5-room (BTO)βœ… Yes (income ≀ S$7,000)βœ… Yes

Singles buying BTO flats are restricted to 2-room Flexi flats in non-mature estates, unless they are 35 years old and above with income at or below S$7,000/month.

What Disqualifies You from an HDB Loan?

Here are the most common reasons applicants are rejected:

  • Income exceeds the ceiling β€” household income above S$14,000/month (families)
  • Not a Singapore Citizen β€” at least one applicant must be SC
  • Already taken 2 HDB loans β€” lifetime cap applies
  • Currently own private property β€” including overseas property
  • Recently sold property β€” within the 30-month wait period
  • Outstanding CPF housing refund β€” unpaid refund from previous HDB flat sale
  • Poor credit history β€” HDB checks your credit bureau report

If you are disqualified from an HDB loan, a bank loan with 75% LTV is your alternative. Check your eligibility with our affordability calculator.

How Much Can You Borrow with an HDB Loan?

The maximum loan is the lower of:

  1. 80% of the flat's purchase price or valuation (whichever is lower)
  2. What you can afford under the Mortgage Servicing Ratio (MSR) of 30%

The MSR limits your monthly HDB loan repayment to 30% of gross monthly income.

Frequently Asked Questions

Can a Singapore PR get an HDB loan?

No. PRs cannot take an HDB concessionary loan. A PR buying an HDB resale flat must use a bank loan. However, if a PR is co-applying with a Singapore Citizen, the SC can be the primary borrower and apply for the HDB loan.

What if my income just exceeded S$14,000 recently?

HDB takes the average of the last 12 months. If your income only recently crossed the ceiling, you may still qualify. Apply for the HLE and HDB will compute the average. Plan your application timing accordingly.

Is the HDB loan interest rate fixed?

The HDB rate of 2.6% p.a. is not truly fixed β€” it is pegged 0.1% above the CPF OA rate. If the CPF OA rate changes, the HDB rate will change. However, the CPF OA rate has been stable at 2.5% since 1999, making the HDB rate effectively stable.

Can I switch from an HDB loan to a bank loan after purchase?

Yes. You can refinance from an HDB loan to a bank loan at any time (no lock-in penalty on HDB loans). However, once you switch to a bank loan, you cannot switch back to an HDB loan. See our guide on HDB resale flat loans for more details.

Does the HLE letter guarantee I will get the loan?

The HLE letter confirms eligibility and maximum quantum. Final loan approval is subject to the flat's valuation and HDB's assessment at the time of purchase. Changes in income or financial circumstances between HLE and flat purchase may affect the final approved amount.
